In Adobe Reader DC (on Windows), if I highlight some text, I can comment on
that in two ways. The first way is to click on the highlighted text, which
opens up a text box for you to add your comment.
Critically, this text box has the words “Type your reply” in light grey in it.
If you type something in this box and save, then open the file in Okular, the
highlight is displayed, but *not* the text (the text does appear in Adobe
reader, even old versions like 9).
The second way is to double-click the highlight. This opens an almost identical
text box (the date check box has moved), but this time it does NOT have the
“Type your reply” text in it. If you type a comment in THIS box, both the
highlight and the comment *do* appear in Okular.
So it appears that Okular only displays the primary comment on a highlighted
section. This is a particular issue if multiple users are reviewing a document,
since only the primary comment will be seen in Okular.
